OPSEU/SEFPO Local 228 acknowledges that we work, meet, and conduct Union

Business on the traditional territory of many nations including the Mississaugas of the

Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples

and is now home to many diverse First Nations, Inuit, and Métis peoples.


OPSEU/SEFPO also acknowledges that our region is covered by Treaty 13 signed with

the Mississaugas of the Credit, and the Williams Treaties signed with multiple

Mississaugas and Chippewa bands.

OPSEU / SEFPO

OPSEU/SEFPO represents approximately 180,000 members across Ontario. They are full- and part-time workers, young and old. They trace their ancestry to all parts of the globe – as diverse a group as you could imagine.


Our members work for the Ontario government, inside community colleges, for the LCBO, in the health care sector, and they are employed in a wide range of community agencies within the broader public sector.

Right to Union Representation

Where a supervisor or other Employer representative intends to meet with an employee:



·for disciplinary purposes;

·to investigate matters which may result in disciplinary action;

·for a formal counselling session with regard to unsatisfactory performance or behaviour;

·for termination of employment;

·for matters related to the development, implementation and administration of an accommodation or return to work plan;

·to discuss attendance management issues under the Employer’s attendance management program;

·for layoff/surplus;

·any other provision in the collective agreement where the right to representation is referenced;

The right to representation is an absolute right. You can request a Union Steward to represent you for almost any meeting / discussion with Management.

Don't feel intimidated or pressured that you are inconveniencing Management by scheduling a meeting that aligns with everyone's schedule. You must be given meeting notice in writing.

Remember, Management doesn't usually bring you into their office just to say hello. Be weary of "this is just a chat" type strategies.

When in doubt, just ask a Union Rep.

What is a grievance?

A grievance is formal process by which an employee disagrees with something Management has decided upon in contravention of the Collective Agreement.


A grievance is submitted after Management is given an opportunity to first resolve the matter to the satisfaction of the employee / Union.


If the alleged contravention of an employee's rights under the Collective Agreement still exists, the Union assists the employee with submission of a grievance.

A written grievance including the statement of facts and the desired remedy is submitted in writing to Management.

Management has 15 days to hold a (local) formal resolution meeting. This is held with Management designee, an HR rep, Management, the Union and the Grievor. The idea is to try to resolve the grievance at this stage. A written decision is provided by the Management designee within 7 days.

If an amicable outcome is not reached, the grievance proceeds toward arbitration or mediation before the Grievance Settlement Board.

Collective Agreement

A collective agreement, collective labour agreement or collective bargaining agreement is a written contract negotiated through collective bargaining for employees by one or more trade unions with the management of a company that regulates the terms and conditions of employees at work.

Rather than having to print, fill out a form, scan and email it back - you can now fill in a form using any web browser (a conventional computer is best).


Once you complete a form online and digitally sign it, you will be emailed a PDF copy and the Local will be able to see the completed form in the cloud. If you need assistance filling out a form, just ask a Steward.

New Member Sign Up

By joining the OPS, you are a Union member from day one. Union dues are automatically deducted from your pay. OPSEU / SEFPO has some of the lowest Union rates in Canada - just 1.375% of gross salary.


To sign up for your OPSEU / SEFPO member number, you need to submit a new member application form. This gives you a local member # so you can have access to the OPSEU / SEFPO member portal.


Your member number is also needed to attend courses, convention and other Union business should you choose to become involved in an active role with the Union.
